Kevin Clement

Director, Port of the Future Conference

Kevin Clement is the Director of the Port of the Future Conference and Co-Director of Port of the Future LATAM (Latin America).
Clement is recognized for his leadership in homeland security, emergency management, public safety, and critical infrastructure resilience. He has authored multiple strategic plans and operational frameworks for Texas and federal agencies, demonstrating a strong record in interagency coordination, program management, and policy development.
Clement is a retired U.S. Army lieutenant colonel with over 23 years in various command and operations roles. His military experience underpins his expertise in strategic and operational planning, counterterrorism, border security, critical infrastructure security, and continuity of operations. He was a member of the first Department of Defense Anti-Terrorism Task Force.
Clement retired from the State of Texas in 2026, having served as the Executive Director SP for the Borders, Trade and Immigration (BTI) Institute, a Department of Homeland Security Center of Excellence, and as Director of the Center for Research Excellence to Counter Human Trafficking (CRECHT).
He holds a Bachelor of Science from the United States Military Academy, and Master of Arts degrees from the U.S. Naval War College (National Security and Strategic Studies) and Salve Regina University (International Relations), with numerous certifications and awards.
Clement continues to contribute to academia, government, and industry through his participation in national security and maritime initiatives.
